Within the European Union there are no regulations regarding which associations are allowed to issue press passes. The reason for this lies in the freedom of the press and of reporting. In this context, an official or state recognition of press passes might possibly lead to the situation that only a few certain journalists receive a this document. This should be avoided for the sake of journalistic freedom, which is why there are not state or official press passes in most democratic countries.
